It is true that a provision of the bill specifies that the Act does bar the IRS from several of its normal enforcement methods. It is equally true that Taft proposed the original income tax to be 2%. Take a look at what it is now.

An Executive Order from POTUS can easily overcome that provision.

They teach a modified type of history in England, so we really can't blame Stricken for his lack of history knowledge.
England blames everthing on Napoleon, from the Black Plague of the 13th & 14th centuries, to the Falklands War in the 1980's!
