President Bush says he wants tougher border enforcement, a guest worker program and a path to citizenship for illegal immigrants already here. In his prime time speech, Bush called for 6,000 National Guard troops to support the Border Patrol. He also endorsed allowing some illegal immigrants already in the United States to work toward legal status.
